These are all good points, but I am not sure they answer the question about how to keep your intranet from becoming a dumping ground. I would have expected tips on content expiration, transparent ownership of pages to ensure accountability, and other tips to keep the junk cleared out. Even needed policies can become junk if they are not updated on a regular basis. Adding blogs, discussions, and comments doesn't solve this problem.
