Mark Ragan echoes the beliefs of intranet guru Gerry McGovern throughout the article. Gone are the days for a contemporary site to be simply a huge repository of outdated information.

Today's intranet must be relevant, concise and engaging and should connect staff with information and with other staff. Building an ongoing relationship with your audience is critical at the outset.

These are all good points, but I am not sure they answer the question about how to keep your intranet from becoming a dumping ground. I would have expected tips on content expiration, transparent ownership of pages to ensure accountability, and other tips to keep the junk cleared out. Even needed policies can become junk if they are not updated on a regular basis. Adding blogs, discussions, and comments doesn't solve this problem.
